Hello. I'm a native Thai with more than 2 years of translation experience. My rate per 1,000 words is 125 HKD. This rate excludes a Freelancer fee, but since you set this project on a hour basis, I can neither quote at the rate of 1,000 words nor use Freelancer to simulate the rate including the Freelancer fee.
