Custom Design & Development of Shopify Website

I need someone to design and develop a clothing shopify store with below custom features: 1) variant swatches colors/images 2) cross promotions product-wise i.e we should be able to define promotional products and should be able to link with any product we want, so that every product can have there own set of promotional products to be visible on product page as well as shopping bag overlay/popup 3) Need to have flexibility of enabling/disabling standalone cart page, enabling/disabling of overlay/popup cart page 4) should have flexibility to show different promo messages for different cart total, for example if cart total is 100USD a promo message can appear saying spend 50USD more to get free shipping/get 10% discount 5) add discount code option should be available on cart page and cart overlay with an option to enable disable from admin panel 6) implement filters on collections, admin should be able to enable disable any filter from admin panel, following filters are required 1) colors 2) category 3) Price 4) size 5) gender 7) if any product or size is out of stock, customer should be able to give his email address to get notification when the product is available/in-stock, we call it notify me feature 8) 5 different style banners that can be enabled/disabled from admin, I will give you the design and you need to code it, and I should be able to show hide the banner on any page or all pages from admin like homepage, product page, collections page, cart/checkout page.
