Non profit Rating Membership Donation Site Designer and Coder Needed

I need a Designer and a Coder. Ideally I would like to see the PSD file of the design before it is coded. Then the code for the modules could be javascript, ajax, php or a combination in a wordpress theme. I do need to have the site designed. I need some coding for the various modules such as a Rating system for 3 different types of users (attorneys) to be rated 10 being good to 1 being bad or unfair and not knowledgable. Comments will be accepted. The User being rated will have the ability to rebut or refute the information. If rebutted or refuted, then a notification goes to Admin. Our members will have to register and then can review the User(s) or attorney to be rated. I have a whole flow chart I can get you of how I envision this. Also, our members will have to be able to upload stories and cases from a form we design to take the data and then this will need to be approved or reviewed by Admin. This can be text, photos, and/or video. Any photos or video would like to have a watermark. Once the case/story is approved, our members can review the case and they act as a Jury member to decide if that member who uploaded the case is Guilty or Innocent based on the information the Member being reviewed submitted (this is different from the rating of the attorneys above and in addition to that. So there will be a need for another simple rating program that allows our members to click a thumbs up or thumbs down and be able to track all that in the database. There will be a template per State in the U.S., which our Members can pick a state and all this information will found in that state – i.e. cases, attorneys, laws, codes, etc. When the Member registers and logs in, he will be defaulted to the state in which he resides but will be able to change his user profile for the area he wants to go to when he logs in as he may register in Georgia, but want to have information about Alabama as they are defaulting to those cases. Otherwise, they can go to a pulldown menu to find the State they want more info, find an attorney, rate an attorney or find codes or laws or documents regarding that State. Admin will also be able to put up stories and content in a News section and a Documents section for our members to be able to download again, text, photos and video, as well as check Users, Members, and modify, edit, delete, add users and/or information. Other key things, we need to be able to tie in with social media platforms i.e. Facebook, Twitter, Linked In, etc. We also need a Donate Area tied into a Paypal plugin payment. Finally, the site should be SEO friendly. Please seriously review the requirements and if you can work with us on this project and pricing, there are other contests and similar sites for rating and voting and membership that will be needed shortly.
