6 Page Responsive Website - NO WORDPRESS!

I'm looking for a very creative designer and UI developer to undertake a project. The website is used to advertise Solar Rebates in the USA. Here are the basic requirements, 1. The following pages are required, Home Page, How it Works, Faq, Contact Us, Privacy and Terms, Processing and Decision 2. Pages How it Works, Faq, Privacy, Terms and Decision are text based pages 3. Home page should have a hero image and other latest design trends incorporated. The home page will have a form which will have two tabs and a submit button. There will be basic form validation. 4. The contact us page will host a simple form, with basic validation 5. The Processing page will show a processing animation 6., The entire website will be 100% responsive across all devices, screen resolutions and sizes. I do not want a wordpress theme used. I'm looking for someone with experience with bootstrap, foundation or a similar responsive framework. 7. A logo is required. A logo representing solar, the sun, perhaps a house. The name of the domain will be used in the logo, until a winner has been selected I cannot share the name of the domain, for the purpose of designing the template you can use "[login to view URL]'. I'm looking for creativity, out of the box thinkers, someone reliable, who understands the importance of meeting deadlines and is looking to under take many more projects.
