SQL Server Data Reporting Application Solution

I have a requirement to produce a configurable and re-usable data reporting set of web pages to allow non technical users to select data from sets of tables, relate the data (like in access query designer) and save the query with a friendly name and description for future use. The purpose is to allow non technical users to manage their own reports on databases in a similar way to using MS excel and avoid the need to manage complex configuration such as that present in SQL Server Integration Services. The queries can also be run and display results in a grid (something like the telerik or open source equivalent controls would work) and allow filtering and sorting of all columns and saving parameters etc. So there are probably 4 pages currently to the web service: 1. Manage data sources and table groups (select database objects (views and tables) from those that exist in a database, view the raw data). Multi select the tables with relevant data and create group of tables with a description. - ADMIN Only 2. Manage queries (from table groups created, allow queries to be created, edited and deleted, with as much functionality as possible equivalent to MS access). Expose queries to user groups to run. ADMIN Only 3. View reports (runs the queries in a grid control and allows save, export to excel etc). Different user groups can see reports that are made available to them. 4. General Configuration (sets up group names that authenticate, perhaps data sources and user default settings. Code developed should be commented in detail and thoroughly tested for positive user actions and negative exception scenarios. A user guide should be provided to detail how the application is installed and set up and configured, explaining each of the controls on each of the pages. In terms of development process, I propose: Developer - propose solution design options Me - review and agree best option Me - provide detailed spec for each page Developer - review and agree detailed spec. Developer - develop prototype and demo Me - review and feedback comments Developer - finalise and test Me - final review and feedback comments Developer - final iteration and closure of outstanding items from final comments. In terms of look and feel and language, this needs to be configurable in CSS, run in HTML 5 and scale well to Edge, Chrome and other browsers at commonly used resolutions. It needs to handle large data sets consisting of up to 300k rows across mutiple tables. It needs to do so without locking tables.
