Developer Needed to Improve Multi-thread C# Console App

Looking for a developer with experience in finding thread contention and profiling c# multithreaded applications to find reasons for contention and fixing/optimizing them. This is not for beginner developers. I have a C# console application that calls a web request and updates each record in db for 300,000 rows. Unfortunately right now the application is very slow and taking almost a day to process that many threads. The app is also using very low cpu despite running 8 threads. I need someone to find the issue and optimize and speed up the code. If you have any questions please ask. The work must be done over team viewer as well. Only would like to pay $75 for this, so bid accordingly.
