Im currently using the AIF web service consumed by a .Net application to return prices for customers. I need a service that extends this functionality I want to pass in an account number and a list of items and for the service to return the sales price. I want to know the source of that sales price. My understanding is that it will be calculation through agreement records or taking the base price of the item. If a price agreement has been used in the calculation I want the account code of that agreement returned with the price. I want to be able to ignore all of the items base prices in the calculation

So, I've made my proposal as you've asked. My bid is based on my estimate on how long it would take to actually write a whole new service according to your requirements. I think it is easier to write a completely new one rather than try to modify an existing service.
