NopCommerce Shipping Plugin

I need a discount plugin that will give free shipping based on a selected shipping method and order value. This is not the same as the already available plugin that gives free shipping based on a selected Shipping Provider. For example, looking at the default install there is a Shipping Provider called "Manual (Fixed or By Weight)". There are 3 shipping methods assigned to this provider, Ground, Next Day Air & 2nd Day Air. I need the plugin configuration to allow me to select one or more of the methods, if the customer uses one of these methods and the min order value is met, free shipping is applied.
There is already a free plugin that allows this on a provider level (even though it is called Shipping Method discount). I need to extend that to allow selection of Shipping Method.
This will need someone that knows NopCommerce and preferably worked with plugins before. Only developers with NOP Commerce experience should apply. This is a small project.
This plugin should be compatible with NopCommerce V3.90 & 4.0
