risk assessment(analysis) of the fishing ground damage

I’d like to solve two problems. How often will the fishing ground damage occur probability-based in year? How far should the fishing ground be installed from the main passage of merchant ships? Is it possible any risk assessment based on the fishing ground and the lateral distances from the centerline?
