Compile Flash Movie for Adobe Air for Desktop

we have a flash file that compiles just fine as an SWF but wont compile as an AIR application for the desktop (windows).
We are familiar with the process and have done it many time s with other flash files, but this just wont load. There are no errors during compile, just a blank container loads when you run the Air app.
The swf has resource files (XML, images, etc) and all can be place locally or online - we tried both to no avail
Have you ever seen this problem before?
