large graphic centric front end website + UI design

I need a website template and art designed to be integrated in to a JSF - java ee app, i will handle the integration but it must be designed in a compliant way. I prefer a competent web designer (CSS, JS, HTML, maybe even java) BUT i am willing to hire digital graphic artists with no web experience, or web designers with no UI experience. This is for an online gaming application. This is a modern Web APP, NOT an artsy personal page or a small business website. I need a lively yet professional original feel to the website. This will not be a single page site, and i need full UI design as well. I will provide full list of requirements from my end, but the simple list is: -Front end design, FULLY responsive from desktop sizes down to mobile (using only html5/css, no JS). -header, left sidebar, footer and main content layout -Dark modern theme, heavily UI based design -Cartoon/shaded vector style art is needed, if this cant be done i will outsource further - Full fledged CSS definitions are required for all UI elements. standardized buttons, textboxes, dataTables, primary/secondary divs, etc... The CSS must be very scale-able. - Color scheme selection that uses atleast one unique spot color. Design can be up to 3 colors + shades, tasteful gradients are something i am open to. - JSF compliant error and message displays I do not want this to be designed using 1000 frameworks by somebody fresh out of graphic design school, I need a good dev/designer, minimal framework usage, minimal JS usage, efficient and clean CSS, Responsive design, clean interactive and responsive UI elements, and most importantly a creative mind to help understand and get the right feel for the 'brand'. I dont care about qualifications, just examples of past work. I am an individual but i need an enterprise quality developer, I am OK with basing the design on a template and modifying to your needs, the layout of the site is less important than the overall color scheme and graphics. This is a larger project, So the first step to this job is what i am accepting bids for: -Design of the home page template -Color scheme selection -Full navigation and navigation interactivity -A mock vector graphic for the home page -Attention grabbing home page introductory mock-content (eye catching headings, a large gradient or vector based div background, a colored vector image thrown in the mix, etc...) Also required is: -30min-1hr Discussion with me to understand the vision and end goals more in depth, If we reach an agreement to move forward i will pay for this time. This is a price per job, please try to avoid the "well I need further details so here is a $30 bid", try to be somewhat accurate for the requirements i listed for the first milestone, i understand things change. I dont need a perfected end product here, i need to see what you can do, i will pay for the work and make sure you bid according to these initial requirements. Please let me know you actually read this in your bid by mentioning something specific, i will not respond otherwise. If you cant take the time to read the description i am not interested.
