Outsourcing - website for restaurant client - need cms and responsiveness of layout

Attention prospective freelancers... We are a marketing company who has recently lost our developer due to outside circumstances. We currently has a client who owns a restaurant that we were about to produce a website for. The designs/layouts are already complete as per the clients visuals needs. It will be your job to produce the code with the following parameters: 1) Responsive site framework based on the JPEG/PSD visuals you will be given with instructions. 2) The ability to incorporate a CMS (NOT wordpress or joomla - should be proprietary in nature) that will allow for the following functions (full details to come): a) Ability to control navigation links of site b) Ability to create/manage pages of content on the site c) Ability for client to upload photos (in bulk) to photo galleries (create/manage) d) Ability for client to create forms for user submission on site which would email client with submitted information as well as allow him/her to view an organized list in CMS of submissions (also download to excel file for offline-mailing purposes) e) Ability to create and manage food menus for viewing by website visitors - design an look of those pages will be provided to you; data must fill into format (also ability to add files to these for user download) This is not a huge or complicated project, and the work will be done on client's server (you will be given a deposit in good faith). If the project goes well, we have other projects for you.
