Redesign and rebuild an existing website for responsive CRFL

I have an existing website [login to view URL] I need to make a new responsive site for mobile devices for this site. The site stays basically the same but for responsive mobile. Must be SEO friendly and all in CSS / HTML. Maybe Angular and Bootstrap. Images must be in a spirte and the UK flag needs to be changed to US. Must pass google mobile friendly, speedtest, css lint, bootlint, etc. Also move the flags, email, and phone a little further apart and clean up the css. There are a lot of floats, two definitions for the same tag, etc. that need to be fixed. Also, the slider js needs to be changed to jquery.
