Virtual waving FLag animation application to be used for Medal ceremonies.

We are hosting a Sports Festival this summer. 26 Nations participate What I need is a SW app that takes as Input 1) a Background 2) Positions for first , second, third 3) An Audio file (National anthem) This Application will simulate a Flag raising ceremony while the Audio tune (National Anthem is played on the Back The user hits New Ceremony, Adds the 4 files presses start and the ceremony starts. Also instructions what needs to be done for a new flag a and what will be the cost if i need to add a new flag. so what i need is a operating app with these 26 countries in the database where is firstly showing menu with 1-2-3 places. one by one selecting countries. and runs the animation with 3 selected videos with flags. and the anthem of the winner.
