Fix page scrolling without damaging overall page layout.

Here is a link to a static HTML page: [login to view URL] This was generated by the dynamic code running at this site, which is still under development: [login to view URL] Users want to be able to grab the small scroller/handle which appears inside the scrollbar and slide it up and down to see the whole page. The problem is that although the page scrolls all the way down, the scroller disappears before it reaches the bottom. I've tried using CSS or JavaScript to set the height of the "body" element. In some cases this can work to make the side scrollbar work correctly, but it messes up the appearance of the elements at the bottom of the page, particularly the buttons, horizontally scrolling banner and the footer. Also, my solutions have not worked well to show the page in different browsers. We need to be able to support Chrome, Safari, Firefox and Microsoft's browsers going back to Internet Explorer 11. Can you find a solution? Remember: because this HTML is dynamically generated, to complete this project I will need a list of what changes need to be made -- I won't be able to just copy/paste HTML and CSS or JavaScript you send me, I'll need to integrate it into the existing dynamic code.
