I would need to analyze your network needs, to really determine the best setup for your situation. Setting up a generic WAN/LAN caching server is no problem. I could complete the job in a single day. There are however other caching servers for various services like gaming and music that could also be implemented. If you have multiple WAN connections we could even do a load balancing service. With ROS hotspot, you are probably looking for a proxy server as well, for a redirect for the clients.
