Hi , I can complete this job. I have done may similar projects. other than the rc control of wheels for detecting nearby persons we can use pir sensor and detect whether there is any person nearby. of yes we can play audio file from sd card. if the audio is only one and is very slow we can skip the sd card and store the audio file in arduino memory itself. please inbox me for more details.
