it is basically an app which is compatible for both andriod and apple devices. it is very simple. all the app does is trolls people. when some one opens the app a troll face pops up to scare them or something else like Donald trumps face on a bad day. every time the user opens the app something different should appear but the same thing can be repeated (not to many times) but after a different picture is displayed. GIFs and memes can also pop up when the app starts. it should also make weird noises along side the pictures when the app is opened. Maybe even sometimes something scary pops up like a killer clown. and sometimes but very rarely a picture comes up saying the person won an amount of money but at the bottom in small text it says "just kidding".
