Interconnecting App

I want someone to create an app in which user could change the settings of one mobile phone from another mobile phone. I need 2 features that are compulsory rest if you can do that's preferred.

1. Like I want to take the picture from my child mobile that where is he. Then I will message from my mobile to my son's mobile 'Take picture' then his mobile automatically will take the picture and when my son will be in the Range of Internet (whether WiFi or Mobile Data) that will be uploaded to my mobile. He will not be aware of that just he will get a message only.

2. When I have 2 mobiles and i forgot where my second mobile is. And my mobile is on Silent mode then I want to change its mode from Silent mode to General mode by sending message 'General Mode' or 'Vibration Mode' or 'Silent Mode' if i want it to be in silent mode remotely by just sending a message.

I want these 2 features, and remember the 2 accounts must be interlinked before like both should be paired either by mobile number or email address. I mean no third person should have access to someone's mobile. Totally secured.

In past we already did the same thing with a freelancer and I know it's genuine rate. This project is really easy for a good developer.

I want to put it on Play Store.
