Write an Android application

i am looking for a hybrid app developer using cordova engine to publish to iphone and android stores. the applicants should have the following skills. ASP.net web api, entity framework, UOW, repository pattern, ionic framework, angularjs , less , sass, jquery. and sql server The app should work like groupon, where businesses can upload their coupons and giftcards. The coupons and giftcards should have boost feature (which runs with the marketing algorithm)to rank the coupons in the home page. The users can purchase the coupons and giftcard online, and get redeemed in the store. The app would also provide feature where users can enroll magnetic cards (which along with readers would be available on all member stores) and connect it to their account. Let's call this card as Loyalty card. User should be able to register multiple loyalty cards from their account, or remove them. The store would swipe the loyalty card and redeem coupon or gift card balance. If user loses a loyalty card, they can simply delete the card from their account online, and add a new one by entering loyalty card number or by using the scanner or by swiping the card. The loyalty card will also work as a gift card. One loyalty card can only be associated with One gift card balance. Once the app receives the payment from customer online. the payment process should be like groupon model, where payment to the store would be on three weekly installment basis. there are roughly the high level requirements.
