The style of the website I want is something similar with a classifieds or dating site, but with some differences.
To be more clear, I examplify.
Let's say I set up a database, a simple table with 10 columns (entries).
So, each complete record will have 10 items (I might need more, but I think this is not an issue).
Here are the rules I want to apply to this online database.
There will be three types of people who'll click on this website, according to their interest:
"Visitor", anyone will be able to browse and see 5 items from each and every record at any time.
"Subscriber A" who wants to publish his information (the 10 entries) to be seen by others. He can do it free.
"Subscriber B" who wants to see information published by Subscribers A.
Thus,
"Subscriber A" can add, edit and delete his own record after he subscribes free for a period of time.
It would be great to let him choose the number of days his entry will be "viewable" and it would be helpful for his record to delete itself, if possible (I suppose it is, as on this website).
If "A" will leave a field or two empty (he'll have only 8 compulsory fields) any visitor will see entries 6, 7 and 8 as "available" and entries 9 and 10 "not supplied".
"Subscriber B" who is interested in seeing data (all available entries of the records) will have 3 options:
i) to pay a fee per each record he chooses. Shopping basket and checkout. After checkout complete, he receives an email with the records he bought.
ii) to pay a fee in advance that will allow him to access records "in bulk", 20 or 50, kind of "vouchers", let's say.
iii) to pay a fee for having the possibility to view records available for a period of time.
(of course, if a subscription from "A" expires or "A" decides to delete his record, "B" will not be able to see it)

2. how long
3. what other costs are involved (what type of hosting necessary etc)
