Make some mysql and php link + multilanguage DB for mailsending

I have a multilanguage site with some checkout forms (18 in total). These forms are submitted to DB. After user has submitted he receives a mail two weeks after submission and needs to fill out another form. 1) you need to setup a mail server including DB that has multilanguage capabilities, that sends a mail to user in users language after two weeks upon first submission to mysql. Language of mail to send needs to be determined according to mysql table. 2) this mail needs to query relevant casetype (21 possibilities in total) from mysql table in order for me to insert specific text relevant to that casetype in landing page of form. 3) user fills out a quick questionnaire (javascript to be made) and is taken to relevant form - there are four different form types to choose from determined by questionnaire and dependant on casetype. 4) before user proceeds to he has to pay with stripe 5) user is taken to relevant form (there are four forms in total) 6) inside form I need to be able to be able to insert specific text inside wells - there are 21 different texts to be inserted depending on casetype - same principle as number 2
