Build me a website on which I can sell mortgages

I am with a company that sells a range of financial products, and we are looking to have a website built through which to sell these products. Subsequently we would also need an arrangement to make modifications to the system on an ongoing basis. Initially we are looking to sell our mortgage products online, the website should guide the user through the entering of relevant data, and should have the "intelligence" to show pages depending on the information entered. The system should be configurable by an administrator from my company. The website should have the following sections: ○ User Registration § New User □ Collect Name, Address, telephone and email address § Process for Lost Password / password reset ○ Data Gathering § Applicant(s) Details □ There may be joint applicants for a mortgage (no more than 2). For each applicant, we would need to gather: ® Previous addresses (variable number, to cover last 3 years) ® Employment history (variable number of entries, to cover last 3 years) ® Credit History ® Financial Situation - incomes and outgoings § Property Details □ For example - Location, # bedrooms, # bathrooms, § Loan Details □ For example - First time buyer, purchase price ○ Mortgage Processing § The website should take the data entered and match it against the stored criteria for a range of mortgages □ For example, it the Loan-To-Value is > 80%, property vale us £500,000 and the applicant income is £80,000 then the mortgage offer is by Blackwood at a rate of 3.4% □ This criteria for applicable loans should be stored in a text file and be editable by an administrator from my company § To proceed, the applicant would make a credit card payment and then the applicant's details would be sent securely to my back office for processing. In addition, the following are required in any solution: ○ Help text displayed when the user rolls the mouse over a text entry box ○ Draft applications should be saved so the user can continue the application at a later time ○ Progress bar to show how complete the application is Please respond if you are able to create such a website, stating what technologies you would be using, and if you would be interested in the ongoing maintenance.
