Desktop application for drag and drop website builder

This project is only at a feasability stage for now. My client wants to build a desktop application for a drag and drop website builder. More like WIX website builder but in an offline mode, so that would be a desktop application. Client uses artisteer, but want a better software. They prefer functionality of WIX. Artisteer is a good software but not as user friendly as wix website builder. Their whole idea is to develop a templete by a drag and drop builder, then output the code in HTML and edit it manually as needed. This application will be used for creating websites to be used within organizations. More like a website on intranet. Not like a company's main website. Therefore, it does not need to have extra apps or modules like payment accepting methods or online store. The main function would be to basically drag and drop images, text, videos etc. Edit, resize, change color and fonts for buttons for test and buttons. The focus is to make a template, not a fully functional professional website. Therefore application must run smooth and must be super user friendly. Any user without any knowledge of website development should be able to create a webpage for their department, to be used within organization. Please provide pricing and lead time. Again at this point the this is only at a feasability stage.
