Develop Facebook App to Pick Random Person

I'm looking for someone to develop an app / use Facebook Developer API to pick a random person that likes one of my business pages.

I want to use this to pick the winner of a competition.

I'm looking for the full functioning app but I want to be the only person to see it - I may want to display a countdown timer to the end of the competitiona nd then when it is finshed, display the winners name on the tab.

I have someone to do the design so really all I need is the code.
