HTML5/PHP Page for File Transfer Website

This is a request for the design of a simple but very functional, responsive web page for a new file sharing site. NOTE: This is NOT a Wordpress project. Please don't contact me about any Wordpress suggestions. HTML5/PHP is the spec. here. The main work is the creation of a PHP 5.x web page (plus response pages, error messaging, etc) which handles the addition of one or more files AND/OR folders of files by the user, dragged AND/OR dropped or browsed, along with a couple of other fields and options (eg, name, email address, password) for subsequent uploading to a server and later retrieval by third-parties (the latter is not in scope for this work). The page should use the HTML5 native [login to view URL] wherever possible rather than Javascript BUT it must allow for a fall-back should the browser not support the necessary file capabilities. (The fall-back code is not in scope for this work but may be part of a subsequent project.) It *must* be both Windows and Mac compatible and be [login to view URL] for all major browsers released within the last 2 years. All best-practice web practices must be adhered to and embedded such as browser capabilities, exclusive use of CSS, etc. We’re looking for clean, thorough coding and layout. Appearance styling should be flexible and CSS-driven. A template/mock-up of the page and response page along with a full spec will be supplied to suitable candidates. Please, only apply if you have previous experience with file DnD AND have a talent for well-designed web UIs. An experienced html5/PHP web coder should have this completed within 5-6 hours. Payment will be in two milestones: Initial functional code (2/3 payment) and acceptance (final 1/3 payment). Time-frame is up to a month. There may be follow-up work for the right candidate.
