Need simple python perl or bash script ASAP !!

I have folder containing many small files... I need a script that will for every file run the following commands:

1. text is in such format:

okreœlenie;;

tej;;

wiêkszoœci;;

podwójn¹;;

wiêkszoœci¹;;

g³osów;;

i;;

stosowanie;;

podwójnej;;

wiêkszoœci;;

w;;

odniesieniu;;

do;;

wszystkich;;

rozstrzygniêæ;;

zgromadzenia;;

.;;

proponuje;;

siê;;

aby;;

zarz¹d;;

zwi¹zku;;

metropolitalnego;;

liczy³;;

piêciu;;

cz³onków;;

zamiast;;

trzech;;

aby;;

unikn¹æ;;

sytuacji;;

patowej;;

.;;

I need to have one sentence per line so remove ;; and put new line only when we see .;; and save each file to <old_file_name>.1spl

2. Then we convert it from WINDOWS-1250 to UTF and save as <old_file_name>.[login to view URL]

3. do on each file command: /home/nlp/opt/moses/bin/moses -f /home/nlp/Downloads/SMT_NORM/TAGG/model/moses.ini.1 < <old_file_name>.[login to view URL] > <old_file_name>.[login to view URL]

I need it asap
