Create software to convert data from rows to columns with time stamps

Software is required to convert a file with data collected by ardupilot software, which is in rows into a column format.
The data is collected from multiple sensors, acquiring data at varying intervals, ie some are 20hz, 10hz, 5hz.
I'd like the data to be output in columns with one time stamp value for the different sensors.

I have a comprehensive guide to explain the process clearly.
I'm not fussed if you supply a gui as a front for the software of if it's simply an exe copied into a folder to run the software.
