I need some simple CSS assistance to make an HTML email responsive

I have an HTML email template that I am working on to dynamically overlay some content onto an image. It is working for the most part but once the screen gets to a certain size, it stops adjusting accordingly. I have been working on this for a while now so I know that its not difficult, just need some help wrapping it up.
In the attachments, you can see that it looks fine until it gets to a smaller resolution. I need it to adjust all the way down to the small media sizes.
