Databases on Excel need Hosting and Conversion to XML/API creation

Hi all

I have a database of 'non-live' data such as Rosters, Leagues, Teams, Venues etc filled out on Excel. I need somewhere for these to:

A) Be hosted (Cloud)

B) When I make edits to them they update an XML/JSON version of them

C) An API to be created where this data can also be hosted - Also would need a way to create logins for clients for this API

I have attached a few files as samples of the data I have
