Small PERL script or commandline oneliner on windows with perl from activestate add suffix or prefix to file names in directory

I need a perl script or even better command line oneliner that will add either the file's Creation Date/Time or the current Date Timestamp to either the beginning of the file name or to the end of the file name (prefix or suffix). For example: [login to view URL] would become: [login to view URL] OR if Suffix: [login to view URL] So basically I want to know how to do that for all files in a directory, if can be done on files in subdirectories also that's nice but not necessary. Should be pretty simple. I PREFER this to be as a commandline oneliner perl command if possible. If not it can be a small perl script. Again this will be run on a WINDOWS machine with Activestate PERL installed not on linux. thanks!
