Hi there, I'm Matt Sergei (do call me Matt) and can help you - if you specify your requirements more clearly. Quality GIFs will quickly get larger than 1 MB, usually even above 10 MB. For animation they are more and more deprecated. Now if you want SVG animations (resolution independent, crisp quality, small size) then this bid is a proposal for that. If you want optimized videos that can be done too, decreasing their size even to less than 10%, retaining visual quality and changed for "fast web start". So do let me know what is your aim with this project to see if I can help you.
