Classified Posting Web Site with User Login

This web site will offer user login to post classifieds, pictures, local events, donation options to non-profits and will accept payments through paypal with options for user to choose web and/or print classified listings. print classified listings must generate an accessible report to view at the end of each week for submissions. I want user access to change, modify and add new sections, and there must be secure payment accepting for its users. There will be a section for a business spotlight and an option to purchase lead advertising on the front page. All in all, the basic structure will contain 5-6 pages with categories and subcategories set up as a frame so I can act as an administrator and add or remove categories and subcategories. I also want access to choose whether to automatically approve a category or certain keywords or to ask for permission via e-mail or some other accessible form. The user must also be able to have some sort of a dashboard where they can modify their account, purchase advertising and upload supporting documents that will be e-mailed directly to the project manager. The quote must also include proper SEO positioning. The quote does NOT include the design layout or hosting, just the structure and programming. Programmer will work directly with designer and administrator. We can build a starter frame and expand the site as its budget allows. Eventually, the site will offer multiple forms of advertising, branding and marketing options for the business advertisers.
