Resume Playback and timed delay button for an embedded video

For my sales presentation, I need a resume playback function (resume the video where the visitor left the last time) and I need a timed delay function for my Call-to-action ("Buy now") button that is linked to the video time. I am using wordpress with the Optimizepress theme and right now, I am only able to use a delayed button depending on the load time of the website. But I need it to be linked to the video time, so when someone skips parts of the video, he can see the buy button. I am using a video that is embedded via Vimeo. I am not sure, how this project can be done but I hope, it's possibly by changing the code of the website/video. Please describe first, how you want to solve the problem.
