Cross platform contact management app

I need a cross platform mobile app along with source code with the following features 1. Ability to add contact in a web based php application with mysql db. 2. Offline availability of all the content after synchronising 3. ability to store business cards as images and data as contact information 4. No sharing of contacts to the default contact list of the phone 5. Mobile user should be able to call or send sms or send email or share the business card using other communication apps such as whats app. 6. Security features requires onetime login on a mobile to start synchronising data from the server. 7. Using camera the user should be able to scan a business card and the card should automatically read the information of the card and save to database after confirmation along with the image of that card. Please quote only if you have good portfolio and a pencil drawn wire frame of this project to make sure that you understood the concept. THERE WONT BE ANY DISCUSSIONS UNTILL YOU SUBMIT A WIRE FRAME.
