Simple iPhone Application

I need to have a very simple iPhone application urgently. I have all of the screens sketched and I just need somebody to implement it. No design is required. Priority for this would go for person who would supply cheapest price for shortest turn-in time. The idea of the application revolves around sending memos. Each person logs in into the application using a username/password combo read from a database. Once logged in, the user is presented with a three-tabbed view (Send, Inbox, Stats). The Send Tab: This view allows the user to select from a tree view of other users. The tree view of entries reads from the database of users. I don't need users to be able to register for the time being, I can just manually add them to the database or XML. However, I need them to be presented in a tree-like fashion in an order that I define. It is important for me to have the tree view to be dynamic, so by clicking it once or twice it can expand and contract to display more child nodes. The user can then select one of the tree nodes and choose to "Send Memo" to that node. The memo can include any message for the time-being. Once the memo is sent, if the receiving user has the app installed, he would get it as Push notification and also it is kept in the user's inbox. The Inbox Tab: Displays a list of all received memos for logged in user. The Stats Tab: Displays the most popular user by enlisting five users who has received most memos.
