Apply Responsive Framework to Existing .NET Form

Our company software is built on VB.NET. We currently have a quote form/wizard which our website visitors interact with that is not responsive. The form itself works perfectly as-is, we merely want to apply respnsive behavior to the form to create a mobile-friendly experience. Again, the form itself is built on VB.NET, so any interested Freelancer must have knowledge of the language. This is primarily to ensure that no code is modified or broken while applying responsiveness. Based on the user input the form has 9 possible flows from beginning to form completion. However, we reuse many of the page views so responsiveness only needs to be applied to between 10-15 possible views which we can reuse throughout the process.
