Write an Android application

I am looking for an Android application , Cordova will be fine The application needs to allow a user to login and authenticate with a web service. I have already written the initial stages of the web service for the authentication that returns an AuthCode and some parts of the data to sync The application needs to be able to synchronize its offline database when any changes are made The application needs to pull products and jobs to enable the user to check the location of where his job is to take place (from the order) and what work is needed the application has to work without internet access (apart from initial login of course) This application is to be used by a Waste management company, orders are entered on the system which is already built, the jobs are scheduled and activated for selected users and those users will pull the jobs every x interval (configurable) Once the jobs are on the android device the user will have a list of them in date/time order and they can then select the job to move on to the next stage and view the details of the job - navigation will be required to move back and forth in the job. The user will select the job, verify the customer and contact details. then provide the ability for the user to specify the amount of waste collected and the ability to add additional products to the job from the products (products must be part of the sync) Once the collected waste qty and other products are done, the user will need to choose a transfer note form and get signatures which will also need to be synchronized when the transfer note is completed. Full details of the forms to enter will be provided later once I have had a meeting with my client. I am after a budgetary cost. This is to replace a java based phone application and system that no longer is viable I have researched cordova and I understand its relatively simple to build these sorts of applications , I found a good sync code that can be used to sync the offline database [login to view URL] What I need is a application framework that I can then eventually take on and maintain Ideas welcome.
