Constant Contact Developer required to create email templates from PSD

We require a developer fluent with Constant Contacts email marketing software to code a collection of templates for us, using a PSD which will be provided.

The template must be reproduced for a collection of locations.

The templates must also be flexible and editable.

There is a JPG attached of the template.

Access to our account and the PSD to build from will be available to the winning bidder.
