Database driven RX website w/secure login(repost)

This is a repost from last month. The coder selected did not complete. The primary function of the web site to be built is to allow customers to order prescriptions online. It will allow customers to order new prescriptions, refill prescriptions, and have an online consultation from a doctor that will either approve or deny the order or refill. I will be secured via SSL. The site is hosted on a Linux server. The company system administrators will also require login and the ability to add, edit, and change the status of orders, doctors, and patients. It will _not_ do any transaction for purchase.
