Automated Bill Payment on phone With Scratch Card System

I am looking Freelancer to design bill pay system for utility company and Payment Method is Scratch card system need to generate and print scratch card. Requirement in System. it can able to receive call from VOIP also able to get calls from E1's. System cal able to get 1000 calls together. ASK language preference. option to check balance on scratch card and check the payment due and date on phone. System can be integrated to current billing system to pull the info about Account VIA Account no and able to update if payment is done VIA Scratch card. as soon as payment done system can send print out to dispatch department to send payment receipt. also if payment is received from Cell phone call system can able to send SMS of payment confirmation. customer can able to request of Representative. System can able to support Representative to login to the system to answer customer VIA Screen pop. System Hard: propose system Hardware (depend of availability VOIP calls 1000+ or E1's 35 able to support by hardware) and communication Link to get calls and communication with billing system and transfer calls to Representative.
