Command line VB app (TAPI based) that dials number and plays text (text-to-speech)

I am urgently looking for a VB developer with strong experience with TAPI who can develop following: a command line application written in VB that dials a number and when the phone is answered it then plays a text (by using SAPI, text to speech conversion). There is a component out there named VTapi (by Softcab - [url removed, login to view]) that does just that. I do not wish to buy that component but rather have it developed. Softcab provides with the download of VTapi an example similar to what I need. The example is called "Predictive Dialer" The command line app that has to be developed may not have any GUI and will read everything from a configuration file called [url removed, login to view] In the [url removed, login to view] file following parameters are defined: - phone number to dial - text to speak when answered - com port to use when dialling It has to be VB6 and please when bidding make sure that you can develop. Special: a bonus will be given based upon following scheme: - 100% bonus when delivered within one business day - 60% bonus when delivered in 2 business days The bonus is only when the code is fully functional, in other words that it works like the example of Softcab with the additional requirements set forth in the requirements. No third party components are allowed.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request.

3) Exclusive and complete copyrights to all work purchased. (No GPL, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site).
