Hello i read about your problem and task that you set in project description. i hope that guy who started this thing knew what he was doing, cause going after someone else might be tricky, his logic doing stuff might be wrong from my point of view....and i think you are aware of that .... Anyway, when one has great experience in creating optimized CSS from start, which makes your demands real product, then its is usually fast to complete some project, but it kinda depends on number of pages with different layout that should be created, so time frame might be different for different projects. So i have no usual turn around time for projects like this, it all depends on a content. For this one i placed it as 3 days, since i am not sure what he did completely, and what was left on like half.... Hope that 3 days will be enough to check his work, correct what i see fit as wrong starting point and complete work per PSD provided (i will need them to be able to determine actual sizes for each element you have there). I am used to short deadlines, but also i have some standards i will not break for just get few hours faster job done. Since you are proposing long term job, i am willing to do my best to meet your requirements from both ends, speed and quality....you do pay well for this work...
