First of all, I highly recommend Scrapy (Python framework), instead of visual basic, as it is a tool specifically designed to carry out this kind of tasks. Data can be exported in a excel, csv or even a SQL database. Regarding my cv, I have good experience scraping complex websites using this tool, even with dynamic content (Selenium can also be used). Let me know if you are interested and I will assess better the cost and time.

I have excellent experience in writing web crawlers. I checked website mentioned by you. I can write a crawler in Visual Basic 6.0 that will use web-browser control. Using the executable you will be able to generate data in excel. I will keep minute frequency as configurable. Initiate chat to discuss more about the project. I can write the code for this in Javascript, using PhantomJS. The code will run as a server and provide the output you desire. The output format will be csv, which can be opened in any windows/linux excel program.
