Detailed technical proposal on digitizing all aspects of a third world country where poverty and corruption reign supreme. The proposal needs to be specifically sensitive to the fact that resources (financial, infrastructure, etc) are limited or non-existent. So the implementation beginnings shall be humble (at a small scale) and spread (virulently?) from one successful town/locality to another. It is fairly important that the successful implementation in a town/locality is self-sustaining (through corporate advertising/sponsorship), involves the locals (creates employment) and remains interesting/captivating (regularly updated?). Of course marketing the concept is critical. Prize winning competitions, rewards/recognition for outstanding contributors and appeal to all ages of the population are critical. So too is the difference the project shall make in people's lives (in terms of better practice methods, enlightenment/literacy, etc). There has to be the provision for interpretation of content into the local dialects. ## Deliverables Need at least three (3) alternative approaches that are distinctly different in all aspects from one another.
