Build a Website take 2

A project that I had accepted seems to have fallen over. The contactor has not been in contact for some time so I am reposting the job. If he contacts me prior to this being awarded to someone else I will honour our orignial contract and see the job through with him. I would like a HTML or wordpress site constructed (domain and hosting already in place) that allows users to select the winners of sporting events. I am not worried about the design of the site at this point but want it to function correctly first. If the best platform to use is Wrodpress, the teams and schedules can be placed in manually so there doesnt need to be a plugin developed for that. To start with 2 different sports will be covered with the intent being that further sports be added once any bugs are ironed out. A person needs to be able to sign up, be about to invite others to their league or just compete in the overall site league. The aim is to tip the winner of a game, very simple just a select team option. I also want to have players competing against other players ie: player one vs player 2 - the player that picks the most winning teams that week gets points. The third aspect is to have odds for each team so that the players can bet (fantasy, not real money) on which team they think will win. The fantasy money will reset each week. I want to discuss options further with the right candidate so that all of my requirements are covered. Further discussion does not imply that the job will be awarded. I look forward to your tender.
