Template Design / Unique key sender complex project

i'm in the market looking for a ecommerce system for my line of business it involves selling scanned images of product keys aka cd keys you may or may not have heard of them before. What im after is a ecommerce system, design, custom modules. - Ecommerce system - The design after user / seo friendly, customizable background, social media integration. This is in my view what i find suitable "[login to view URL]". Maybe you can share your thoughts to . - Modules it must beable to do this after user pays through a payment system eg. paypal etc..., runs a fraud check something like this "[login to view URL]" then it will score the customer IF it does not pass a particular score it will deem it possible fraud, flag the order, admin will need to manually approve the order. Otherwise if the user passes the system it will automatically send the scanned unique image stored in the encrypted database. Order will be delivered by email or notified by email then user will login to the ecommerce site then retrieve it from a section. similar system to this I would like an estimate of what it would cost to modify your current system to this.
