CSS Templates

Need to update two CSS templates that look like the template used in www.onlinedigitalmarkets.com. I already have the CSS files. What I specifically need is to be able to modify them with the ability to have the menu and the footer links in a separate file that I can change at will. In other words a "one to many". Change the menu file the menu file gets changed in all the web pages for the whole site. Change the footer file and the footer gets changed in all the web pages for the whole site. 1) template #1 just like [login to view URL] 2) template #2 kind of like [login to view URL] but with an additional right menu. This is a small project that should not take that long to a developer who has done this before. I am mentioning this because I had a bad experience before were the work was promised in 5 days and 3 weeks later I was pulling my hair out because it was not finished. Also no fancy javascript or other stuff that the search engines can't read I need the sites to be able to be SE friendly. Templates need to be able to be edited with regular HTML editor.
