make 2d style game in 3d for oculus quest hand tracking

I want to make a "match 3 or more" style game for oculus quest hands. I have made the environment and the prefabs etc. Just need the action of stringing them together. I would like 3 levels, each with a set amount of moves (with a [serializefiled] so i can test and decide how many to choose, and an endless mode ( goes until they have had enough) - each level has one new thing that makes it a little harder. They "gems also need to instatiate randomly to mae the game different each time. I have made a PDF and video of the environment to explain it.
